Motor oil will be a total loss system via petroil or oil injection but the transmission will require filling or maintaining at the correct level with the correct type and grade of oil.

Unlikely there is two filler plugs. Likely one plug is the filler and the other is the level plug - the lower of the two. Remove both plugs and ensure the bike is level and trickle oil into the higher of the two holes until it begins to drip from the lower hole.

If there is doubt then completely drain the transmission and refill with the correct amount.

How do I fix my 49cc 2 stroke pocket quad it has

If you have replaced the spark plug then the possibilities are the ignition coil is weak or the starter mechanism is faulty.

Trying to distinguish where the engine oil and the transmision oil fills are and if there is even a difference. All plugs and fills seem t be under the transmision

What bike?
Two strokes only have transmission oil, four strokes generally only have engine oil.
All owners manuals will show in pictures where to drain and fill.....if you haven't a manual, specify your bike please!
Cheers.

Like to know if it takes any type of oil in clutch its a pocket bike 49cc

Those are usually wet clutches. Just look for a filler plug. Better yet, your local bike shop will tell you exactly what will be needed (and they would be glad to sell you the correct oil too!)

Does my *** 49cc need 2 stroke oil i can only seem to find the engine oil.

Your bike has a four stroke motor, it does not use 2 stroke oil at all. Just use standard 10w40 motor oil in the gearbox. DO NOT use any synthetic oils or oils with "special" additives.
