Humm...I would have thought cleaning the pick-up would have solved the problem. Wouldn't hurt to check it again. Also would have been helpful to know the year of the bike! Harley got a bunch of bad speedo/tach assemblies around 1999-2005 (not sure of the exact years/models anymore) but most were replaced under warranty.
Clean your contacts in the electrical connector for the speedo. Spray contact cleaner from an electronics store should be fine. Bad ground will cause these symptoms also, so disassemble and sandpaper all ground wire connectors you can find.
Speed sensor could have went bad too. If all else fails, replace the speedo.

my wild guess, is this car has advanced cluster design.
all 100% electronic with "CAN-BUS" controls.
so in most cases of that if ONLY speedo is dead, then it is.
if VSS is dead, scan the cars PCM, if mph vss is flat lined
the Speedo and the odometer goes dead.
the VSS is what increments the odometer. (like a clock)
This could be a fuel fiter, in that it requires more vaccum to pull fuel 5000k or more. 3 years provides a lot of ick at the filter. Some carb cleaner into the intake if possible is good while running. I thought seafoam was more for carbon build up. But driving it may help also allows many dormant parts to "wake up" . good luck.
