wheel bearings seized
missing bearing spacer and overloading the bearings on tightening the axle nuts
If you look at it the spacer will only LOGICALLY go one way. The small side matches the bearing inner race diameter so it will go to the bearing on the right side and another giveway is that the left side spacer is the same diamter as the right side narrow diameter so that would have to go to the bearing so both similar diameter spacer dimensions will go the same way ie to the bearing race.
I was thinking wheel bearing but you state they were replaced, are they tight in the hub? if your spokes are tight, your hub would be tight and if wheel bearing are tight everything would be correct when the axle is tightened. Your swing arm is tight as well not loose in the bearing.

you need zzr1100/d rear wheel and all spacers,get whole wheel if poss. you also need rear shock from d or c zzr1100. this will bring bike back to ride hight. play with spacers and away you go, makes it little bit nippy.
