It must be a P1511 which is a throttle actuator limited power management mode which mode allows traffic speed for limp home mode. It limits driveabilty other than that. It is caused by a failure of the TCA withou TGS, MAP or airflow faults. The TCA is de-energized and the throttle plate returns to its idle detent position.The ECM monitors the operation of the TGS and adjusts the spark advance and cylinder shutoff/rev limiting, allowing the vehicle to limp home or to a service facility.

It can be an ECM failure

What to do when 2012 harley ultra goes into limp mode


Get it home and see what codes are set.

Throttle by Wire failures can sometimes be (P1511/P2135) fixed by removing, cleaning, adding dielectric grease to connector at induction module.
