I hate to do it, but have to ask, who did the install? Chyslers have that floating ground set-up that has thrown even the best install guys into a fit. When I was doing them, I overcame that with aftermarket installs by running my own separate wires to speakers, and back to stereo. There are adapter plugs that are good for that available too.

Is this a factory radio? First check alll of the fuses, fuse links inside and under the hood. There could be a couple of possible issues. When you hook up the cables wrong you ultimately send power to the ground circuits and ground to the power circuits. There are lots of modules in most vehicles and they are succepable to voltage spikes. There is a common industry term called "letting the magic smoke out" when this happens. If your vehicle has a body control module, it could have been damaged, the radio itself could also be a module and have been damaged. There could also be an amplifier that may have shorted out, this would explain the radio powering up but no sound. If you can get a wiring schematic and pull the radio you can check the inputs (power,gnd ,etc). If you had done this on a Nissan we would'nt be having this conversation, Nissan installs a safety relay on their vehicles that is wired in backwards and is only energized if the cables are reversed, this relay disconnects all of the sensative equipment/modules so they are'nt harmed once it is energized. I would'nt go out and buy one just for this feature, just food for thought.

I believe it will fit. If you go to DiscountTires.com you can use their site for alternate tire sizes. Especially handy is the feature which shows you the Speedometer error for different size tires. The site will also show you recommended and popular substitute tire and wheel sizes.
The 1999 model had a 265/65/17 as an alternative. You may want to ask the Tire store you intend to use if they can reconfigure your Speedo to be accurate. Some of the Fords can be done electrically without changing Speedo gears.
I did something similar by going from a "60" series to a "65" series in the same width. On my Grand Marquis, I gained 5% mileage improvement, but have to watch Speedo until I get it reconfigured. I hope this helps to answer your questions.
