Dash lights work, gauges do not

Unless the vehicle was involved in a catastrophe earlier in it's life, the problem should be nothing more than a blown fuse.
Catastrophes could include a wreck or a fire, or even as little as someone trying to add a radio that was not installed by the factory.
If you find no blown fuse, an electrical expert can check with a electric meter to find out where your failure is.

You may need to remove the whole guage panel and see behind it if the main plug pulled out or came loose.

check your fuse box

take a look at the dash ground wire located next to the right of ebrake release handle. if the bole holding the ground wire is loose, which was quite common it will cause all kinds of feed back problems, like described in the comments section to your question.

you say you replaced both bulbs, you mean right and left or both the high beam and the low beam on left side?could be a bad ground for the left headlight. there should be some ground wires there near the headlight, LF corner under hood. without a wiring diagram here at home,I am not much help.

high beam indicater is most likely a bulb,,,the dash lights are most likely the dash dimmer gone out.///replace

Sounds like a bad switch to me. If it was a relay,it would not work period.Not to mention, the switch controls the dash lights too.

Check fuses

Sorry but the gauges have to be removed to replace the globe.Not the whole dash though,just the gauge surround and gauges only have to be pulled out far enough to get your hand in to change the globe.Good luck
