Are you attaching a hidden antenna or a rear fender one OR a tour pack one??
There should be a wire waiting under the seat and you will just connect there and if a tour pack installation and you do not have he wiring already in place under the tour pak internal covering you will need to get a harness extension kit. Under the front cowl you would just plug into the radio or cb module.

If you have the screaming eagle cover to compare it to it is easier but if not you can cut back the "sides", sometimes leaving the front the original size.
If you are looking for an owners manuel the best bet is to buy one at a dealer, there is no screaming eagle package. Harley has never made a CVO Sportster.
Well if you do not already have it you need to purchase two (2) items, the first being the installation kit, and the second the mount kit. Yeah it seems strange you buy the mounting kit and you still need to spend another $70 or so for another kit.
with the kits and or the tour-pak you will have directions and hardware to drill the tour-pak and the bolts to install it with. hope this helps,
