Why when adding fuel it leaks with an almost empty fuel tank have to add $5 at a time. what could leak at that low fuel level?
Answers 1 & 2 pretty much nailed it, you have a hole in the tank or well that's pretty much it. There are no outside lines that close to a near empty tank and your fuel pump is either midway on the side ot mounted into the top, so I'd place my money on either a hole under the tank strap or a seam on the tank gave way.
Hole in tank. Most likely a hole right in the bottom. If you can't find it right away, it could be under the straps that hold it on. Can you see anything wet near the bottom of the tank? Does it leak while its running, not running, or both?
Surely you can see the fuel on the outside of the
fuel tank or a rusted fuel tube under it
You should be able to find that issue in 10 minutes

it leaks without the motor running

The float that moves the gas hand is possibly stuck in the tank. If there's isn't an access hole in the rear of the vehicle you'll have to drop the tank. Unless it becomes free on it's own. Hope this is helpful. Please rate. Thanks

VERY carefully. This is a dangerous job due to the explosive nature of gasoline. I would recommend doing it outside on a breezy day (to dissipate fumes that are highly explosive). I would also recommend running the tank down low before. You can purchase rubber fuel line to replace it. Slide the rubber line over the metal line where it's solid, clamp it, and do the same for the other end. Be Careful!!! Use plastic zip ties to support the hose and prevent it from hanging down.

Other than replacing the sensor which is part of the fuel pump assembly inside the tank, you may have loose or corroded connections in the wiring just outside of the fuel pump/sensor position on the tank. These connections are exposed to water/salt conditions from road spray. May the force be with you!
