Throttle accelerates as sprung cable goes around right side handle. If it is pinched by pushing new grip in too far, then throttle may be locked at full. Try rolling the grip clockwise back to idle, use dish detergent if needed to loosen grip. Be careful not to force too hard, older throttle controls are poly plastic.

Not sure on the Harley but on dirt bikes and atvs I blow air in the ends and they come right off.Go on the same way.

you need to re coil the spring or replace it for it to pull back in to poistion

SOURCE: How to adjust the throttle cable on an 2002 HD
Look under that throttle grip. You will see a pair of cables comming out. The one towards the front of the bike is the pull cable (opens the throttle) the other is the push cable (closes the throttle in the event the spring fails the return the throttle to the closed position) You will be adjusting the pull cable towards the front of the bike. You will see 2 nuts there. a long one and a short one. I think its a 10 mm wrench in size. Either way find a pair of wrneches that fits those 2 nuts and losen them turning the upper nut counter clock wise and the lower clockwise. Now you will be able hold the cable to spin the large nut to tighten the cable. as you do that periodically wiggle the throttle to check tightness. DO NOT overtighten or the bike will idle up when you turn the handlebars. A little bit of play 1/8" to 1/4" is normal free play. Its a good idea to start the bike and idle it while turniking the handlebars back and forth to make sure you have not gone to far. Once you have got it where you want then tighten the little lock nut in place and you are done.

There should be an adjuster in each cable just below the throttle assembly. Push the adjuster cover up to get to the adjusters. Loosen each adjuster lock nut. Adjust the throttle cable first. Adjust it until it has just a bit of freeplay in the cable. As you attempt to twist the throttle, you should feel a little freeplay before you feel the throttle start to open. Then adjust the idle cable the same way. When finished, lock the lock nuts so the adjustment doesn't change. Now, twist the throttle wide open and release it. The throttle should snap closed. If it doesn't, you may have to loosen the two bolts that hold the two switch housings together and slide the assembly down towards the end of the handlebar about a quarter of an inch. Try the throttle assembly again at half throttle. It should snap shut. If not, continue until you find out why. If the throttle does not work correctly, loss of control of the machine could result and the rider could be injured or killed. Make sure the throttle works properly.
If you move the throttle switch housing down on the handlebar, check the rear brake light. If it is on continously, you must move the front brake master cylinder down against the switch housing. Loosen the bolts and slide it down towards the switch housing as far as it will go.
Good Luck
