Wire it to a system that is only on when the key is.

I'd use electrical connectors, so that if you ever need to take the tour pack off, you can just unplug the wires, rather than having to cut them and resolder them on reassembly.

If you bought the lighting kit from HD you should have instructions coming with the kit. If not or you lost them a Harley dealer either service advisor or parts person can print them off for you. If you have the tour pak and it is already wired then all you will need to do is route the wiring harness and connector out from the front of the tour pak to the area under the seat and connect it to the existing rear lighting connector. If it is not fully wired you may have to purchase necessary harness extension(s) and connector pieces from a Harley Dealer. Of course you could splice into the existing harness and solder the wires together but if the tour pak is quick removable this would make it difficult to remove it as it also would if it is not a quick removable installation type and for some reason you had to remove it from the bike at any time, so in any case you will likely be better off to use the correct harness extension and connectors etc.

I don't know if you can on the FLHTC Tour-Pak. I believe the FLHTCU Pak has large indentations to accommodate the lights.

Well if you do not already have it you need to purchase two (2) items, the first being the installation kit, and the second the mount kit. Yeah it seems strange you buy the mounting kit and you still need to spend another $70 or so for another kit.
with the kits and or the tour-pak you will have directions and hardware to drill the tour-pak and the bolts to install it with. hope this helps,
