Are your tire pressures correct? You should be getting approx. twice the mileage from your tires. Changing rims isn't going to help you. The tires will be the same, we just won't put tubes in them.

Unless you have those "Run-Flat" tires, the answer is "No further than it takes you to safely get out of traffic. One should NEVER run on a flat if it can be avoided, as the sidewalls of the tire can be damaged very quickly. Even with run-flat tires, you still should change it ASAP, but you have a little longer before damage sets in. Your tubeless tires, completely flat and assuming 30 MPH, will probably start showing serious damage in a block or two. Note that tire sidewall damage can not be repaired.
The tires are probably tubeless type. If the bead is broken ( not sealed to the rim) the tire will not inflate. Taking the weight off the tire will some times allow the bead to seal against the rim and allow tire to be inflated. You can also put a small ratchet strap around the tread of the tire and tighten it up. This will squash the tire and make the bead seal up. MAKE SURE to loosen strap as soon as bead seals and tire begins to inflate. Hope this helps.
Look at the hole where the air would go into the tire., and at the rim itself. Although I never heard of a tubeless bicycles tire, except for the solid rubber tired ones, there may be some of the racing bikes or VERY expensive models that do not have tubes. If your rim has a plain hole, it should be using a tube inside the tire, same as a wheel barrow. If there is a valve stem with a core mounted in the hole, not connected to a tube, it is tubeless. Most bicycles rims also are not air tight, because of the holes in the rim for the spokes. This means there are about 30 - 40 holes beside the hole for the valve stem of the tube. Those holes have the nut of the spoke in them, and are usually covered with a wide "rubber band" to keep the tube from being punctured by the spokes. Be blessed.
After removing the wheel assy. the tire is tubeless and should be left with a professional that can change tire on a machine simmilar to a car tire machine so the rim is not damaged then the new tire should be balanced also on a machine
