Check engine lamp Glowing while running the engine,
no year SX4 told. nor the engine there.
but CRUISE now (modern designed) is disabled. when CEL glows.
that way CRUISE can not go mad and cause car to wreck, see how that works.?
engine throttle fails!

Check brake light globes.
Check brake light switch wires are connected to cruise control sensing wires .
Check under the bonnet for cable that pulls the accelerator on engine. should be paralleled to cable from accelerator pedal .
Check vacuum pipes from cruise control to vacuum pipes in engine bay .
When you have a check engine light come on, the traction control light and the cruise lights both come on as well. You need to have the codes checked with a scanner. There most likely isn't a problem with the traction control or cruise systems, the lights turn on because those systems work together with the engine management system or PCM. When there is an engine problem that sets a code that turns on the check engine light, it automatically disables the cruise control and traction control for safety reasons. Because the last thing you want is to have an issue with traction control and/or cruise control if your engine is having an issue, which is why they are disabled. The most common problem that turns on the check engine light is a loose, cross-threaded, or snug but not tight enough fuel filler cap. Subaru recommends three clicks of the cap to be considered tight. Also, any parts store can and will check and/or clear codes for free. I hope this info helps!
If you turn the key on and the check engine light comes on then its not blown. If you start the car the light should go off within a few seconds. This desnt mean a code is not stored in memory. All it means is the problem may not of been seen twice in order for the light to stay on. You will need a data scanner to see whats going on with all your sensors. Its the only way to diagnose this. Also if you have a vacuum leak on the engine like a gasket leaking or a vacuum line not hooked up the cruise will be a problem. It could be a small crack in a vacuum line that only opens under certain conditions.
if te check engine light is on the cruise wont work it just flashes if you erase check engine light and cruise still flashes hit cruise button twice it will go out but if engine kicks the check engine light it will flash again you have to fix what ever it is that kicks check engine light or you just deal with it
There are 3 places on the Rav4 where fuses can be located and checked. for the cuise control.
The back of the cruise control stacking switch has been know to fail (fall apart) and Toyota issued a TSB with replacement switch.
if it is the fuses then they most likely are related to cruise control system: Stop, Dome, Gauge and Igniton

Cruise control ECU is under the glovebox.
Cruise control actuator is under hood (by driver side brake fluid/booster)Throttle position sensor (to detect if your foot is on gas pedal)
Cruise control switch on the clutch pedal too (if you have 5spd manual)
Brake lights are the deactivate signal for the cruise control
possably a vacuum leak. the check engine light comes on with an emmissions issue, ie vac leak, and it will not allow the cruise to work. once the error is fixed, your cruise should work properly again
