Put a hopkins trailer light converter to be able to tow a trailer. Turn signals and brake work correctly. The tail light works sporatically. Domes working for a couple of minutes and other times for many minutes. To get it to work again I simply shut off the bike and turn it on again, not knowing how long it will work. I have checked to see if power is running in(it is), but not out for the tail light. Any suggestions?

If all the fuses turn out good especially the main fuse then you might want to check your starter solenoid. Try jumping the two leads on the solenoid if the bike starts then most likely the solenoid is bad. If it doesn't start then it could be two other things. 1- your Ignitions might be shoot. tell tail signs. Bike cutting out during the ride and bike loses power when you hit the starter button but power returns when you turn the key off then back on. 2- The Rectifier might be gone. The rectifier will cause many different problem that might have you chasing carb problems, to the bike won't start at all with no cranking

the bulb might be fused so replace the bulbs.

Yes it most likely is the problem. and as for the fuse box it should be somewhere on the right side above the motor.
SOURCE: 1982 maxim no turn signals no break light
Does the brake light work with the front brake lever. Sounds like wrong type of bulbs in there or bad turn signal flasher...Do the lights light up when you hit the switch and just stay lit...Also i can tell you that mine had to have the bike running in order to create enough amps to even make the flasher trip. I eventually put bigger bulds in each turn signal to draw more so they work with it running or not. It had 2156 bulbs in and i put 2157. Oh the flasher unit is under the fuel tank.

The marker ("running") lights are a separate circuit than the signal lights.
Normally you have a tail light, and the front running lights on with the headlight.
The bulbs used in the rear signal lights would be a single filament 1156 bulb, whereas the bulbs in the front are dual filament, one for turn signal, one for running light.
