Hi, Anonymous and the usual suspects are:
1. Low coolant level.
2. Restricted radiator airflow.
3. Faulty thermostat.
4. Coolant pump or fans inoperative.
5. Vent hose crimped.
6. The air in the coolant and needs bleeding.
7. Engine idling too long or bike moving too slow.
8. Coolant too old needs to be replaced.
9. Faulty temperature sensor, wiring or connector.
10. Radiator veins clogged or corroded needs repair
11. Cooling system leak.
12. Ignition timing retarded.
13. Spark plug heat range too high.
14. Faulty radiator cap.
15. Carburetor jetted too lean.
16. Damaged top end.
17. Blown head gasket.

You have to remove all the front panel along with the headlights that come together, I haven't found another way to do it.
Iwish I had a beter solution but that's all I can suggest

The Keeway outlook 150 model 2012 owners manual recommends a pressure for both tires of 280 kPa (Kilo-Pascals) which means 40.61 pounds per square inch. However, I have a service manual that recommends 225 kPa which means 32.63 Pounds per square inch. I personally like high pressure (280 kPa) in my tires because the scooter feels more docile. The only thing I can think of is a bad connection behind the key switch it could cause a fire so you need the fix it ,just un screw the switch and clean all connection points mind grease them to stop them oxidising best of luck

My good friend Rafael, the first thing you have to have in mind is that your scooter, with only 90 miles on it, is still under warranty and you should take it to the dealer responsible for such problem. If not you should check if the cooling fan is running at a reasonable high temperature, if not check the thermal switch that activates the fan and replace it if necessary. Also you should check if the water pump is working, see if there is water running inside the radiator while the engine is running when the engine is cold to avoid hot water burns. If you can't solve the problem with this you need to tune in your engine. I hope this suggestions help you solve the overheating problem on your Outlook

I have a keeway outlook 150 scooter and want to know how i get to the radiator to top up the water. please can you help

The engine temperature is usely very hot


Not so, you'd better check the coolant level, thermostat, thermoswitch or the water pump.
