your fan most likely is wired for low speed for heat which is common. this should be determined when furnace is set up properly. motors that aren't modulating motors and are multispeed motors typically have low medium and high taps that come off the motor and go to the corresponding relay on the board. low and medium speeds are used for heat and high and medium speeds are used for cooling. but only one speed for heat and one speed for cooling many times medium never gets used. im not familiar with klimaire is this a mini split system and not a regular air handler. cause speed control should be adjustable from the remote. if its a split but if not reaching desired speed due to a malfunction in the units could cause it to run low speed just to maintain the temperature exiting the indoor unit.

The motor will have wiring diagram and voltage on nameplate.

If motor is rated for 240Volts, then it will not work with 120V.
If motor is rated for both 120V and 240V, then either Low voltage or high voltage will work, and one wire will be common, and 1 wire will for 120 and other wire for 240.
If motor is rated 120Volt two speed, then one wire will be neutral, and 1 wire low speed, and other wire high speed. You can connect your wire to either low of high, and cap other wire.
If motor is 240volt two speed, then one wire will be common, and 1 wire low speed, and other wire high speed.
If motor is rated 3-phase, then all three wires are connected to the voltage shown on nameplate.
If motor is rated 3-phase two speed, you may need electrician to wire the motor correctly.

The fan has a setting for high speed, low, and off. Fan only running at low speed.This indicates problem towards. 1) the fan motor. 2) The loose fan wiring. 3) The fan switch. IN the unit there is a motor for fan.If the motor gets weak or short. The fan will run but only at low speed.Because at high speed the motor will require more power to run.In this case motor needs to be checked and replaced. The other possibility is the fan wiring.There are two wires going from fan to motor and two going from motor to power board.If any of this wire is got loose or getting short then this will stop the fan to run in high speed.In this case the wires needs to be checked and reconnected properly. In the unit there is a switch internally.When you select the fan to high speed mode the switch goes up. when you select the fan to low speed mode the switch turns down.But if the switch is faulty or got worn out.Then it will not move properly up/down.In this case switch needs to be replaced.IN some brand models the High speed and low speed are directly controlled from front control panel.There is no switch in that models.In that case the control panel needs to be checked and replaced. If your motor only works on low speed and not on high speed first check to see if you have the proper voltage to high speed. Check with a voltmeter or multimeter, check from common on the motor to high speed on the motor at the switch. If you have the proper voltage then you have an open winding on high speed and the motor needs replaced. If you don’t have the proper voltage or any volts, then the switch is bad and needs replaced. This also will be the same if, medium speed won’t work and low speed does.

You will need a two speed time clock to really take advantage of real energy efficiency savings. Intermatic makes one that fits in place of the original t104 time clock. You will need to run an additional wire to the pump as well. You will have the ground. Then one common wire that is always hot whether or not you are on high speed or low speed. You could make this a white wire. Then a black wire for your high speed that is energized in high speed and a red wire for the low speed. It is important that the high and low speeds not be energized at the same time, otherwise you will hear a very unpleasant sound coming from the motor, and failure and shortened life of the motor will be realized. Check the motor start capacitor and if that is ok, check the voltage into the motor on the common and low leads to be sure it is not the relay. If neither of those is the issue the motors internal start switch is likely the problem and will need to be fixed or more likely replaced. That would best be done at a local electric motor repair shop.

You are correct. Appaently you have a short in the winding connection and that is not a do-it-yourslef type of repair. Unfortunately, the cost to fix something like that is high since it is labor intensive and you may want to look into a new motor since the chances of additional or near future failures is likely. Either the low speed circuit is defective or a relay is inoperative. If you feel confident , you could switch the low and high speed leads on terminal plate. The high speed jet button would activate low speed on pump if motor is good.
