dirty air filter? anything clogging the inside of the air boot?and since u drained AND bled the radiator fluid, did u fill it back up to the top with specific dirt bike radiator fluid?pilot and or needle and main jets clogged and clean your carb. if your pilot jet is clogged you;d be kickin the bike all day. these small things will prevent your bike from starting so check them

Whew! OK, here are some things to check.
some items will require timing info. If you do not have a service manual, seriously consider one. Clymer books probly has one fer your ride, and the dealer may be able to order their own for you. In the meantime, go to your library. Go to reference section, look up the 646 area for auto/motorcycle books.
Air filter, fuel filter, float bowl on Carb. jets in carb.
Idle stop screw. turn the throttle. release throttle, and watch where the moving part near the carb stops.
Check air path from air inlet to exhaust esp intake side

Disconect the stator wiring coming from the engine cover, drain oild if its a wet coil, remove engine cover, remove fly wheel (will need a puller or flywheel removal tool witch threads into the fly wheel inner thread and pops it off when you screw the bolt down the inner thread of the puller) remove the stator bolts and thats you.

Do you have the owners manual with you? If yes, then you can check your manual and look for the page where you can check the location of the oil.
