Are you just checking the marks or did you change the belts??? Your 749 falls into a different category than most desmoquatros, It is in the 998, 999 family. And, It is a minor nightmare to pull the belts off without setting up the marks before the belts come off. Your cams will be at 12 o-clock, the marks straight up, the belts are clearly marked, or should be, the number of teeth in between the cams can be counted, if all 3 marks line up, you know it is aligned right. My 02 S4 does the same thing, I have never gotten to the throttle screw to up it a bit, so I just keep gassing it while I'm stopping, it usually works. You need a 3 ft long screwdriver to get in there. I don't know if the cables will do it or not. Hope this helps.

Manuals I can help you out with. The key, you'll have to order a new one from Ducati, giving them the key code off of the gold laminated key card you should have received with the bike, as it's an encoded key. Using a standard copied key, it will shut off after a bit and lock itself out until you use the red key.
