SOURCE: had starter tested and it
Hi, you can check the ignition switch by interrogating the starter relay socket or just listening to it while someone tries to start the Jeep. If the relay is not clicking the problem is likely the switch but may be the relay or the safety interlock. You can try swapping the relay with another one on the box just to make sure it isn't the relay, or you can check the relay socket with a test light. The socket should have 2 hot terminals when the ignition is turned to start. If not replace the ignition switch. To check the interlock switch, check the same relay socket for a ground signal from the interlock. You can do this by hooking your test light clip to battery positive. There should be one terminal in the socket that lights the light brightly (interlock in park or neutral) and another one that light is more dimly (solenoid load). The interlock is a part of the transmission range sensor sitting on the transmission and is supposed to keep you from starteing the Jeep unless it's in park or neutral (or if you have a manual transmission, the interlock is above the clutch pedal to make sure you are pushing in the clutch to start).
If the relay is clicking, check to make sure the relay signal is getting to the starter solenoid. To do this, use a test light and check the small start terminal on the solenoid while someone tries to start the engine.
Please let me know if you have questions, and thanks for using FixYa.

Here are some possible reasons:
Park/neutral switch is open.
Poor ground connection to starter.
You can test the park/neutral switch by either jumping the solenoid (connect the hot terminal to the start terminal to see if the starter cranks--if it does, the ground is good) or by interrogating the starter relay socket. To interrogate the relay socket, use a 12 volt test light connection the clip to battery positive. Probe the socket terminals with the test light. If only one terminal lights the light, your park/neutral switch is bad or the start wire to the solenoid is bad.

have same problem, ratan9 solution is pretty junk and I dont know why waste time posting it. After talking to local shop, to "test" the neutral safety switch, try to start in neutral, try to move shifter "farther" into park and turn key, listen to any clicks possible. If moving to neutral starts it you've got a bad switch. All the searching i've done it's either the safety switch, the ignition switch or a short in the harness somewhere

Check the neutral position switch. this may need to be replaced or adjusted.
