Unless you are able to read a multi-meter correctly, you cant. I suggest you take it to an Auto-electrician, he will check it with a multi-meter, generally free of charge and tell you what problem you have.
That's probably the overflow/flooding tube. Try starting it without the choke and/or with partial choke..Yea floats are stickin or needles are dirty..Good Luck..Tim
