Per the diagram above, the "FLASHER RELAY ASSY" (as it's called in the diagram, item #19) looks to be up under the gas tank, which might need removal to access.

And again, item #23 in this diagram:

Yamaha vstar 650 2007 turn signals stays solid on and does not blinks after front turn signal replacement to led's.

flashers work buy a set current flow
flasher bulbs are 20 watt or better
by replacing the bulbs with LED ( virtually no current flow ) the flasher will not get enough current to make it flash
you have 2 options
go back ti normal bulbs
get an electronic controlled flasher unit that compensates for the lost current
best talk with an auto electrician as to what you need to fix the problem

From the above exploded view, it would appear that you need to remove the rear screw (#35) and the housing should come off.

Where is the signal flasher located on a 2009 road glide

The 2009 Harley Road Glide turn signal flasher is located inside the fairing, which is under the dash board on the driver's side. To remove the turn signals from the fairing, you need to unbolt them from the socket wrench. Get additional details from http://www.ehow.com/how_5791484_remove-road-glide-fairing.html.

i dont know if this is relevent to your year but if its not there under the tank is a good second place to look
