I'll bet it has nothing to do with the cell phone, although I can't be sure. Try leaving the phone off, ride a short distance, see if the Cateye works, if it does, switch the phone on & see if it stops working.
My Cateye stops working periodically. I take it out of the handlebar mount, clean the contacts on the Cateye and on the mount with a dry cloth and put it back in. That usually does it.
If contacts are bad, you can use a pen or pencil eraser and/or a paper towel wet with alcohol or contact cleaner.

Try replacing the computer sensor battery also, i have had a similar problem -this seemed to fix it for a short period?? Now mine still drops out (cadence and speed) for 2-6seconds at a time
