Are you sure its an excess of air and not too little? I ask because its more likely on an older carb than too much air. If its stalling only at idle, my first assumption would be that it needs to be cleaned (something internally blocked or the return spring is coated in carbon making it stiff)...the choke plate should open slightly due to the internal vacuum created after starting, and should remain open slightly do to the same vacuum. If you smell gas in the exhaust right after it stalls (called dieseling)...better chance that this is the problem.
That being said, if the issue is that the choke plate is staying too far open, check and make sure the screws that attach the choke plate to its pivot bar are tight. If they are, with the car off stick your finger down there and see if you can push the choke plate closed any further than when it naturally is at rest. If you can, your return spring (the coiled spring that closes the choke plate) is possibly the culprit. If you can't, check and make sure you don't have a heavy carbon deposit built up on the front or back side of carb body, or on the bottom of the choke plate itself, and check for foreign debris.
If its none of these things, fire back and let us know and I'll see what else I can come up with.
That flap is the choke "butterfly valve" that only should close when the engine is cold for easy starting. The linkage for the choke valve must be adjusted correctly. After the engine warms up, the choke valve should stay fully open.
If it won't idle when cold because of the choke being open, have someone adjust your choke.
If it won't idle when warmed up, have the idle speed screw and idle mixture screw checked. The throttle speed screw (idle speed screw) may just need opening a bit. Or your carburetor may need a rebuild kit, but first have the external adjustments made, and see if that helps.
After 20 years on the road, the carb need to be taken apart and cleaned. It's a work for a mechanic.

I think the problem is your IAC valve under the throttle plate. What happen is the water passages gets blocked and does heat up the idle air pass through. This procedure is part of regular tune-up according to service manual.

Clogged fuel line... maybe fuel filter clogged. Air compressor can clear line. Blow out the line coming in to the carb from the tank.

The part is called Blend Door Actuator, it is located on the passenger side under dash, behind glove compartment, on the blower motor housing, is held by two or three screws and has an electrical connector plugged into it. You can get a replacement at almost any auto parts store.
