1984 Honda 650 Nighthawk install camshafts

650 nighthawk 1984, installed cams by the book, won't run right, spits and backfires sometimes, coil and plug wires installed correctly. Carbs clean and working has good spark. Won't fire even with starter fluid just cranks and cranks, smoothly. I'm stumped, the book says to line up "t "mark, set lobes on #1 cylinder pointing up, position cam sprockets even with head surface front and rear with "UP" mark up. ready to give up, not sure what else to do.
