If the seal has been cracked by the cold weather it should be replaced. For someone mechanicly inclined and with the proper tools this is not a hard job. For the novice it can be one of those times you could have sent it to the shop and spent less time and money, and gotten better results....
As to a seal conditioner, the seals today are generally made of synthetic material. No "conditioner" will work. If the seal is made of rubber you have a 90% chance that a product called 'MARVEL MYSTERY OIL' will solve the problem. This prouduct was created in 1917 and marketed in 1923. Google the product name for more hystory and uses today. Basicly, the oil causes rubber to swell. This tightens seals and thus fixes the problem. Most any good auto parts store has this stuff on the shelf. By the way, if the bike was purchased new, wouldn't this be a warranty repair?

First, go buy amanual ,clymer or haynes shop manual from a dealer or sent a from J&P CYCLE or from DENNIS KIRK , then when you got to work on it you will have somethnig to go by, and not trying to guest if your doing it right. J&P-1 800-318-6847, DENNIS KIRK-1-800-969-7504, and tell them what you need.

Angela, do you have a Clymer, Hayne, or service manual for the bike? If not you should get one, there is a lot of valuable information in there even if you don't do all the work yourself.
Replacing the fork seal requires putting the front end in the air, disconnecting everything from the front wheel (brake lines, speedometer cable if there is one), and dropping the wheel and fork tubes CAREFULLY to separate the two pieces of the fork tubes. Then grab the old seal and replace it with the new seal.
This short description is a VERY abbreviated and simplified version. It's not hard once you have done it a couple times but be very careful not to bend anything in your forks. They have springs inside them too. Change the oil while you are in there. Usually 10 or 15 weight fork oil but look in your manual. If you can't find a manual post again with your bike's year and we will see what we can come up with.

possible reg/rec issue or the stator....if you have a multi meter you can check the stator by unplugging and hooking up to the stator (component side), set multi meter to volts a/c and connect each plug for voltage. then do a residence test on the stator.
reg/rec issue, make sure you have proper ground, do a diode test to make sure that it is d/c and not a/c
