The ignition timing is CDI ignition, pre-set at the factory. You can't change it. The valve timing is the only timing you can do and that is done by lining up the static cam timing mark and the timing mark on the flywheel.

If you simply installed the cam chain on the gear without paying attention to the position of the crank and the position of the cam then the valves are likely not opening and closing at the correct time. Too far off and the piston can hit the valves and bend them and possibly crack the valve guides.
Check a service manual. Cam chain timing procedures will be shown in the manual.

I have a 2004 kawasaki kx 125 the top end needs to be rebuilt it has been rebuilt one time already so what parts would i need to get is it hard to do or what

piston kit, wrist pin bearing, top end gasket kit and a honing tool to clean your cylinder is about it I would probably buy new air filter and spark plug if I was doing it, but not essential ?

Rebuilt motor top to bottom over sized piston to much compression cant startreplaced bushing in kicker 3 times

If compression is too high, you can have some metal ground out of the head, but have it done by a specialist. Other way is to try using extra head gaskets to increase combustion chamber vol.

I have a 1987 kawasaki js 550 and i just rebuilt the motor

Off hand I would suggest, check your fuel system delivery first, then your electrical system. Nothing doing with your timing if you have set it correctly in the first place.

I have a 1998 yamaha yz125. i recently rebuilt the top end. I also put new reeds in it, and new crank sills. It dont have any bottom end power once you get the rpm up you have alot of top end how can i get...

These bikes never had bottom end power, they only make it at the top. You would have to drop compression to help some at lower end but there would be sacrifices to high speed where this engine was designed to run at. Does it still have the factory pipe, if not it will be even worse! Sorry but in this case there is no good answer. Or at least one that you will want to hear.. Again sorry...

Setting valves i have a 05 susuki rmz 250 keeps breaking down every 10 to 15 hours took it to a shop to be fixed and they told me i had to rebuild the top end and set the vales every 12 hours . IS THIS...

I don't know what may be wrong with the top end, (if anything), but I wish I could come up with a line of BS like these guys have. I could maybe get rich by constantly servicing just one bike. What happens when the bike "breaks down"? What does the shop say is wrong with the top end such that it needs to be rebuilt? What do they do to fix the breakdown each time? What do they charge you?

My 2003 KTM SX 200 lacking bottom end, top just rebuilt

isn't that a two-stroke? pull the jug off and check the piston/bore...if you can do that you're okay...Otherwise, call "Lazarus" at GT Thunder in Millersburg, FL and ask NICELY what to do.
P.S. he's a BUSY man be NICE to him!

Fuel problem 1999 blzer

Rather then guessing if there is water in the fuel , take a sample . If there is water in the fuel the water will be on the bottom an gas on top . Water is heavier . Disconnect fuel line at the fuel rail an cycle the key a few times , collect the sample in a glass jar . Let it sit for 5 mins. If there is water in the system it will be able to see for sure .
