Usually on the front fork area where the forks pivot there should be a manufacter sticker with the brand and year and most times the size also. Just a guess but my bikes have them.

Your local salvage yard or look i n the classifieds you'll find people selling their bikes for parts don't forget ebay. It's also a very lucrative business.
DEALING WITH SAME PROBLEM.. ITS LEADING TO CRANK SEAL, BUT TRING TO GET POWER VALVES RIGHT DONT KNOW EXACTLY HOW THEY ARE SUPPSOSED TO BE POSITIONED..??
You can't run that with half a float. A float is a part that is specifically designed a certain way and size to match the needle . If your float is wrong it will either open to much or not enough the needle valve causing a flooded carb or a carb with not enough fuel to run. I'd check eBay for one or find find a matching carb on eBay ( make sure the mm's are the same as far as the intake side and exhaust side and if the throttle cable slide is in the same location it will work.if its one of those funny named Japanese bikes like a bms or sum thing they got a bunch of those on eBay .
impossible to tell you without knowing the bike brand and model and year, although you have provided that 1999.
If you take into a bike shop, which is the usual place to purchase the parts you need, they will be able to tell you what size Bottom Bracket will fit your bike, also what options you will have for replacement cranks and bottom bracket. This could be a very complicated issue when replacing with parts that are 11-12 years newer, the shop will be best equipped to give you all your options.
Look at this so you have a handle on what the shrader valve looks like.
Put the parts together as follows: insert the hard plastic piece so it protrudes to depress the center valve in the tube; place the round rubber piece over the frist piece wih the large opening facing outward toward the tube; snugly screw on the cap to compress the first two pieces.
