The scooter will not start. The starter slowly/barely turns over, but to no avail. Kickstarting could not start the bike either. Battery is fairly new, spark plug is new as well, and all maintenance has been done on schedule. Help!

Nice idea buying a new fuel efficient transport.
Usually the maintenance for that bike is the replacing the lubrication for the first 1000 kilometers and 3000 for the next one. It only needs 800cc of lubricant. If you consider a very clean engine and efficient engine change oil every 1000 kilometers.
Upon reaching 3K kilometer, check also the transmission belt, rolling weights in the crankshaft pulley and the clutch at the torque pulley, and the belt. All of these is inside the transmission, where you kick the motor to start.
