Remove battery and get it charged the tested..More likely its failed. when engine is running check battery voltage it should be 12.8 to 14.2 volts with good battery

Sounds like a slightly bent shift fork. The slider gear isn't quite engaging into 2nd. If the bend gets worse then you won't get into first and the pedal will get real stiff in those gears. The repair is best done in the shop.

Check for spark on both cylinders. Chances are it has been years since anyone paid attention to the ignition points. Download a free PDF service manual at the site below. Get the 15th manual from the bottom of the Honda list. Yes, it is a 250cc manual but the points and timing are the same as the 200cc. It is the nearest free manual I could find. Google " service manuals honda " or try your local library. Often guys will donate manuals to the library.

If the gas tank is rusted inside then line it with a liquid liner. Google “ kreem fuel tank liner “ or go to www.http://www.4secondsflat.com/Fuel_Tank_Sealer.html
Drain the carburetors. There may be a screw on the lower side of each carb float bowl. Remove the screw then replace it after the fuel drains. Remove the water trap bowl at the bottom of the petcock, (gas valve). Is there any water or trash in the bowl? Drain a cup of gas from the tank. Is there any water or trash in the cup? Dump it, clean it and re-mount it, (not all bikes have a water trap bowl). Install an in-line fuel filter. Turn the gas back on and wait a minute for the carbs to fill with gas. Install new stock NGK spark plugs and try to start the engine. If the bike doesn't start and run properly then shut off the gas and remove the carburetors from the engine.
FOR EACH CARB > Remove the float bowl and clean the entire carb with a spray carb cleaner from the auto parts store. Wear protective goggles to avoid getting spray in your eyes. Spray into all the little airways and fittings in the carb. Remove the idle screw and the air screw on the outside throat of the carb and spray into the screw holes as well.

Be sure to put these two screws back in the same hole they came out of. IMPORTANT > do not tighten these two screws down. Only screw these in until they LIGHTLY seat. Now turn each screw one and one half turns outward. Put the rest of the carb back together, clean the air filter and install the carb. Let the float bowl fill then start the engine.

make sure your foot is not holding the gear selecter after changing into second while riding as this would not let the bike go any higher through the gears
