If you can remove the horn, spray some wd40 or other solvent into it and turn it so that the solvent will run into the center. Usually that will free it up. Or, just get another from a junkyard!

HOrn makes a noise but very weak noise. should i replace the horn or horn relay?

Run a thick wire straight from the battery to the positive terminal of the horn. If the horn sounds normal, replace the relay. If the horn is still weak, locate the adjustment screw and play with that to try improve the tone, if that does not work or if there is no screw, replace the horn,

96 laredo, bogs down only when first taking off. Hot or cold. The rest of the time it runs okay.

It sounds like you are getting a weak spark to one or more cylinders. I would start by checking that all of your spark plugs are connected. Make sure the plug wires are in good condition and connected in the proper firing order. If applicable, check your distributor cap and rotor for damage or wear.
