You should have a cruise on and off switch on your dash unit, turn this on. a Red cruise indicator should come on on the tach or speedo. On the right hand set of controls you should have a set/resume rocker switch, Get the bike to the desired speed and push to the set, if you have done this correctly the small cruise indicator should come up Green on your tach or speedo. If you apply the brakes cruise will come off and the indicator will become red again. Get the bike up to speed and hit resume to return to desired speed.
To alter speed while underway, the set / resume button also double as the accelerate / coast button. if you wist to increase your cruise speed move the button to the ACC position until the desired speed is acheived, same for reducing cruising speed, hold to the coast position until desired speed is met then release button.
I don't believe the cruise will lock in if you are below 60kmph or 35mph, as it is meant for highway use.

I have the same year bike, and had the same problem, and here are a couple of reasons this could be happening and the potential fixes for them. IMPORTANT if this is an EFI bike unplug the ECM fuse before charging, tightening, and or removing connections to the battery. There is a small chance that you could damage your ECM if you don't.
Check your battery to verify (with ignition off and all other electrical items off) that is not dead or dying. Now with the bike running check and see what the voltage reading is, you may see this value be 14.5+ volts and change as your RPMs do. The HD OEM battery is a pretty good battery.
If your battery is being charged when running and is about 12 volts when not running, check your idle, there are a number of reasons your should not lower your idle below specs, low RPMs low output back to the battery.
Depending on the production time of the bike you may have a 38 amp rotor on your bike. Depending on accessories, lights, etc. this may not be enough to keep your battery charged at low RPM.
You may want just stop by your local shop and have them check the battery, then the regulator, and then the stator. All this takes less than an hour. Hope this helps.

The solutions are close, so I must assume they are HD Road King answers, just not a 1999 Road King. The drain plug is on the front (facing the forks) left side (clutch) of the oil pan. On the 1999 model the drain plug is a 3/4 inch bolt. After changing the oil, be sure to replace the O-ring. The O-ring is rubber and does not last more than a single oil change. HD charges a dollar for the O-ring, but better to replace it than to end up with your new oil all over the garage floor.

There are two long bolts (Torqx type bolts) that hold the rear caliper into it's bracket, Remove the two bolts and lift the caliper off the rear caliper bracket. Notice how the pads and the "anti-rattle clips" are positioned in the caliper bracket. Replace the pads and anti-rattle clips with new ones.
Now you'll need to get the piston pressed back into the caliper. Use a large C-clamp or a pair of slip joint pliers to do this with. Use a rag or something to keep from scratching your paint or scoring the piston. Once the piston is all the way back in it's bore, replace the caliper in it's bracket being careful not to disturn the pads. Pump the rear brake pedal a few times slowly until you build up pressure. Test the brakes before riding the bike. An improperly performed brake job can cause serious injury or death. Make sure everything is right before riding the bike.

You could have the dealership install the 103 CI kit if you like but no it didnt come from the factory with that engine in it already, only the CVO bikes such as the FLHRSE and FLHRSEI came with the 103 CI motor installed from the factory.
