It seems the only solution is to exchange the ABS Modulator. I´ve not heard of any repair company that refurbish these parts. It´s an expensive reposition part, and I´ve just got the problem on my 2007. It seems the 2008 GS has a Recall for this problem, but not on the 2007.

Considering the year of the bike, I wouldn't be afraid to tackle the job, The only way to learn about it is to get your hands dirty, the dealer will only charge you about $1500, They don't make a move for any less. My buddy just took his in for spring service, because it wouldn't start, It cost him $1200 for the minor clean up and tune up. I told him I would have done it for $1150, Check it out.

You basically split the bike in half. You need a way to support the machine under the engine and then remove the whole rear section of the bike. You will have to disconnect the brake lines to the rear brakes and remove the wiring harness to the rear section of the bike. It is not a job for the timid..... but can be done if you have some mechanical aptitude and take your time.
Much easier on the R1200GS than the R1200CL listed in your title
