Had tractor running the other day and went to go forward, motor stalled. 20 amp fuse blown. Replaced and blown as soon as key turned to on. I have not been albe to find issue.

This Sounds like a Stator/Charging Coil or Voltage Regulator Problem.

sounds as though you are on the right track
but be sure to check the wiring directly from the electric clutch on the front of the motor back to the switch
a wire could be pinched in the frame and shorting out intermittingly
look around and find those wires and move them around and look for chaffing and tightness
and what you could also do is to unhook the clutch at the connection to it at the front of the motor and engage switch and ride around and see if fuse blows and if not you may have an electric clutch issue

follow the wire from the fuse and you should be able to find the short. if not start unplugging lights and all safety switches and i am sure you will find it.

In my experience...if it blows the fuse as soon as you turn the key, under the flywheel, there is a stator that recharges the battery when the engine is running, remove the flywheel, in most cases the magnets under it are broken and are in direct contact with the stator. If that is the case, both must be replaced

Place you hand on the top of the engine (the screen looking round'ish thing) and try to physically turn the motor. If it turns, it's not seized - just for grins and giggles, try to crank it now - this simple turn of the engine corrected a problem on my almost 20 year old B&S and my Father-in-laws <1 year old B&S - both are 12.5 HP.
