Start by cleaning battery terminals try to start if headlights are bright and nothing check the starter relay by the fuses stick the same type from another circuit or a spare one where it says spare. Can you provide a bit more history about the van and how it has been operating? Particularly if there has been any erratic dash light, or gauge behaviour? I'm taking a stab at this potential contributing factor. It really could be anything. We just need more info to help diagnose the problem. If there has been nothing unusual leading to this problem, then I'd start with checking battery, fuses, cables and wires, making sure power is getting to everything properly. You can also check the starter to make sure it is actually working.
If these basic items are all working, then it points to a potential body control module problem. Most dealers will quote in excess of $1000 to fix this, but you can actually replace them yourself for the cost of a used one, about $200 - from an auto wrecker or ebay.
