Three possibilities: You are turning the gas valve the wrong way to get to the reserve position, The reserve fuel intake filter is plugged with some trash or condensation has accumulated in the bottom of the gas tank and ( when on reserve ) the gas valve is feeding water instead of gas. Drain the carb and the gas tank to remove any water. Please rate my answer.

My bajaj caliber 1999 model gives average Consumption of Petrol 45 Km/Per Liter it there any way to increase the avrage

I have a Caliber 1999 model(bought on Jan2000), however it still returns me 58kms per ltrs. Immediately after a service it provides 60-62kmpl. I got around 72kmpl for the first 2 years from 2000-2002, later it gone down to 66-68kmpl for around 4 years. I maintain it regularly, Bajaj dealer where i bought it and later only with bajaj authorized service centers. recently i tried with castrol franchisee, not satisfied, so back to bajaj service center. Whatever your bike how you maintain it and how passionately consider your bike. If you still running your bike so long, You do not allow your bike go to scrap, your eco-footprint is less, especially when i checked my bike it came out far less polluting the environment than many other older bikes. Make sure you replace engine oil and other consumables regularly. Regular maintenance 2-3 months with a good service center. Self clean/wipe it on a daily basis. Maintain/charge battery properly. I change defective parts with OEM items immediately. Keep your engine in good condition, when I see many Pulsars/Discoverers rusting within 2 years and my Caliber is still solid, shining with steel, I just smile myself within....

How to refill the reserve gas tank 1981 Honda CX500 motorcycle

there is only one tank to fill on your bike, your getting confused by the reserve. The reserve is just on the fuel tap itself. It has three positions, on , off and reserve. In the on position your fuel tap will be able to drink about 90% of your fuel tank and then it wont be able to drain anymore, then you must turn your fuel tap to the reserve position and it will be able to drink rest of your tank approx 10% that is left. So next time you fill up at a petrol station make sure your fuel tap is set to on, then when your bike starts to splutter out of fuel you can turn your fuel tap to reserve and get yourself to the petrol station to fill up, making sure you then turn your tap to on again. If you keep running out on the reserve it can cause debris in your tank to clog your carb up.
hope this helps
