that sound like a split pipe on a vaccum pipe to your carbs to me or a pin hole sucking in to much air when you give it some revs check for perished lines or a bad joint to the carbs from the air box.

I think you just need asked for a solution not a lecture.In most situations the restrictive plates are placed either on the inlet or exhaust manifold faces closest to the barrel.

You simply need to remove these, and don't forget to re-jet your carbs(don't want you holing your pistons) as you will probably need bigger main jets.

The tap is not the problem, it is working as it should. The problem is that the float needles are not shutting off the fuel as they should. Turn the gas off then remove the float bowl on one carb and check for trash in the bowl. Turn the gas back on while gently lifting the float. Now lower the float. The fuel should flow when the float is lowered and stop flowing when the float is raised. If it still flows with the float raised, turn of the gas then check to see if the mechanic forgot to install the float needle by removing the pin that mounts the float/needle assembly. Most carbs attach the float tang to the needle with a small clip. Is the clip missing? The needle can get out of position and not close properly without it. The float should be light as a feather and nothing inside rattling around. A float that doesn't float will never shut off the gas. If the float is good, disconnect the gas line at the carb then get a can of carb cleaner with a "straw" to direct the spray and stick the straw into the opening where the needle goes and spray into the hole. Trash may be holding the needle open. The spray should clear the trash out. If the float floats and there is no trash holding the float open and the needle kills the gas, the floats are way out of adjustment. Below is a generic float assembly. This is a highly ill - eagle act to do. In the old days we would put an electric drill on the drive cable, but now they make them tamper proof so they only go one way. The bezels are crimped on so you can't get inside them. I expect modern one may be electronic. How will your insurance company know what mileage you have done? I have never known an insurance cancel or fine due to mileage. You should have just disconnected it when you got close to the limit. Buy a used one and use them for 6 months in turns. Make sure the fuel is getting to the valve and passing through it. Possible blockage in fuel line or in the tank.

It isn't called a Magneto, that was for really old bikes. It is a 'stator'. First make sure that the new battery has been fully charged and is not defective. Next make sure that the proper voltage is reaching the started. You may have a bad post connection or loose connection at the starter. Try jumping you battery with another known good battery.

What Exactly does the bike do when it 'loses power'? This will give clues as to where the issue could be. When was the last time the bike was given a major service? Sometimes it can be as simple as a dirty fuel/air filter or an old/worn or dirty spark plug.
