Hi there I have got a Suzuki GSX-R600 2002 the
the speed sensor is probably tampered with.. remove your seat, lift your tank and look on the left side behind the motor. look for a black connector with 3 pins that should be tight.

Go to the site below where you can see a parts diagram for your specific bike. You will select the actual brand, year, model, etc., once you go to the site. Part numbers and prices are also shown. How hard is it to replace a strut seal?
From whatever knowledge I have, strut is the maistay of any bike which is:
A
strut assembly for a motorcycle includes an elongate strut member
having opposed upper and lower ends; a first mounting device for
securing the upper end of the strut assembly to a portion of an handle
bar of a motorcycle; and a second mounting device for securing the
lower end of the strut assembly to a portion of a front end of the
motorcycle, wherein the second mounting device includes an end that is
rotatable and pivotable and the lower end of the strut assembly is
slidably engaged through the rotatable and pivotable end of the second
mounting bracket. Desirably, the second mounting device is a swivel
bolt. The elongate strut assembly may a series of securably joined
links of a chain, in the shape of an elongate shield, in the shape of a
sword, or any other suitable elongate and rigid configuration or

Possible fuel pump???
Check from crud in the carb float bowl. Remove the drain screw and spray carb cleaner in the hole and see what comes out. Crud can build-up in the float and affect the on/off type problem you may be having.

Runs and starts fine but
First impression was why would anyone rev their motorcycle to 9 grand in neutral? I could see if you were in gear clutch pulled and ready for a "drag" or Race Start but in neutral?
Anyway I can't hear it so if the sound is like it hits 9k and starts popping then two things either an over rev limiter which I doubtr because the engine red lines at 13,500 OR you have a set of spark plugs breaking down under load
Acceleration ping
check list , plugs , points , valve clearances , old fuel , slipping clutch
Sensor fuel tank
Clean carbs check for spark check that all your vacuum lines are in good shape and check for compression
