Hi, Steve if your bike has been sitting idle for months or years and you did not do any pre-storage maintenance I feel your pain it will probably have a dead battery and not want to start or if it starts it will not idle unless the choke is full-on and run poorly then stall, here are the following steps necessary to complete in order to get your bike back to an acceptable running condition and in the future pour in a bottle of fuel stabilizer and injector cleaner for you FI folks at least 2 times a year and before storage.
1. If your battery was 2-3 years old when you last had the bike running you should replace it.
2. If you believe your battery might still be serviceable remove it from the bike and put it on a 1 or 2 amp trickle charger for 24 hours. If it is the old lead-acid type with visible cells and acid levels fill each cell to the top line with distilled water and replace the caps, run the vent tube into a plastic or styrofoam cup, any cells that are cloudy/milky replace the battery.
3. After charging the battery remove the leads and let it sit for a couple of hours then check the battery voltage with a voltmeter, you should have 12.5 volts or more, any readings in the 11-volt range you need to do a proper "LOAD" test on the battery and replace as necessary, you may have 12.5 volts or better but little or zero amps, any readings in the 10-volt range you have a dead cell and the battery needs to be replaced.

5. Remove and inspect your air cleaner paper elements that are not oil soaked can be cleaned with a soft brush and low pressure compressed air, oil-soaked elements must be replaced. Gause mesh and foam elements can be cleaned by soaking them in a container big enough to completely cover them with a solution of 1 gallon of water and 1 oz. of Dawn dishwashing liquid for small and medium-size elements, for monster size double the formula and let soak for at least one hour then rinse with warm water shake off excess and let air dry, "WARNING" do not use compressed air as this will embed micro-sized dirt and road grime and destroy the mesh pattern and stretch foam elements out of shape just squeeze it like a sponge and let air dry, use a fan if you're in a hurry. When completely dry spray a very fine mist of air filter oil evenly around the whole element.
6. Remove the carburetors, disassemble and decontaminate with a "CARB DIP" or if you have EFI remove injectors and clean with carb spray and compressed air
7. Check intake manifold and seals for leaks and craks.
8. Remove fuel valve and filter disassemble and clean as necessary, remove, clean, and inspect fuel and vacuum lines and replace as necessary.
9. Replace spark plugs with new ones and check for spark.

Hi, Kyle and the usual suspects are:
1. Severely discharged or a damaged battery should have 12.5 volts or more and be able to pass a proper "LOAD" test if necessary, you may have a cursory reading of 12.5 volts or more but little or zero amperage the battery is faulty and must be replaced, AGM batteries fail in this scenario more so than lead-acid batteries.
2. Check battery terminals for damage or corrosion, check the battery cables at "BOTH" ends for loose, corroded, or broken connectors, "INSIDE" and outside the cable harness, perform connector wiggle test and check cables with an ohmmeter if necessary.
3. Spark plugs in bad condition or partially fouled.
4. Spark plug cables in bad condition and leaking check for spark leakage in the dark
5. Spark plug gap too close or too wide.
6. Faulty ignition coil, module, and or sensor.
7. Loose, dirty, or corroded ignition module connector at crankcase.
8. Faulty CKP or CMP, MAP, ETS, ATS, TPS, O2 sensor.
9. Dirty air filter.
10. Intake air leak.
11. Water, dirt, or rust in the fuel system.
12. Carburetor contaminated, sticky float, plugged jets.
13. Carburetor has oil in the bowl due to excessive oil in pre-mix.
14. Carburetor vacuum diaphragm torn, cracked, not seated or installed improperly.
15. Multiple carburetors out of sync.
16. Fuel filter clogged.
17. Old or contaminated fuel.
18. Fuel tank vent system plugged or carb vent line closed off.
19. Gas cap diaphragm valve faulty.
20. Vacuum line from the intake manifold to fuel valve is broken, cracked, pinched, or missing.
21. Carburetor controls misadjusted.
22. Incorrect valve timing.
23. Valve springs floating, weak, or broken.
24. Damaged intake or exhaust valve.
25. Incompatible performance parts.
26. The control module may be in "LIMP" mode
27. Check for engine trouble codes.

Hi, Michael before you can diagnose any electrical component in the Starter Circuit it is "IMPERATIVE" your battery must be fully charged to 12.5 volts or more and be able to pass a proper "LOAD" test because your battery may have a preliminary reading of 12.5 volts but little or zero amperage, the battery is faulty and must be replaced. Your starter motor stays engaged because the solenoid positive plunger contact plate/disc has spot-welded itself to the negative contact shoes usually caused by low battery voltage, faulty starter relay, or button. Your starter motor has two main systems the motor itself and the starter solenoid which transfers high amperage to the motor enabling it to turn over your engine, your issue only involves the starter solenoid and may be repaired without removing the starter in most cases and depending on the model of your Harley may require removing the rear exhaust pipe if it's in the way. The solenoid is the part that has a large copper stud protruding from it that the positive battery cable connects to. Start by disconnecting the battery negative cable and wrapping the cable terminal with any kind of tape so it will not accidentally touch metal and make all electrical circuits hot again, remove the starter solenoid cap, secured with 3 screws 1989 and later or 2 screws 1988 and earlier, with a screwdriver break away the contact plate from the shoes and clean/dress all electrical arc residue. In order to diagnose the starter circuit, you must start with a fully charged battery, 12.5 volts or better and be able to pass a proper load test if necessary. The battery cables and terminals must be clean and tight. The "NEGATIVE" cable is famous for corroding and or breaking inside the harness, check the terminals at both ends. Check your starter relay with a test light for continuity, it could be faulty due to corrosion and sticking in a closed configuration, another claim to fame. Finally, there is the starter solenoid, low battery voltage or faulty battery connections will cause extremely high amperage at the plate and contact shoes and rob the hold in coils of much-needed voltage. In extreme cases, the solenoid plunger plate will literally spot-weld itself to the contact shoes, keeping the circuit closed and thus permanent engagement. Another scenario is unacceptable voltage drop to the starter solenoid from the ignition switch to the starter relay to the starter button, and finally to the solenoid. Remove the green wire from the starter solenoid and hook up the positive lead of your voltmeter to the green wire connector and ground the negative lead. Turn on the ignition switch and depress starter button, the voltage reading should be no more than 1/2 volt less than the battery voltage. If it is more than 1/2 volt you need to backtrack that part of the circuit with your voltmeter until you find the voltage robbing offender. Next, remove the solenoid plunger, dress the plate and the contact shoes of arching residue and make sure the contact shoes are tight and secure. If you have done all of the above, replace the green starter button wire, hook up your voltmeter to the battery and check the voltage drop when you start the engine, anything below 9 volts could indicate a faulty battery and a proper load test should be performed.

Connect an OBDII code reader into the diagnostics to read the fault code!
Fix the fault and then reset the codes!
If the fault is fixed the vehicle will be driveable again!

First make sure that the starter is not loose and that there is nothing blocking the starter drive from enguaging to the flywheel. Also check for 12 volts at the starter when you turn the key. Could also just be a bad starter.
