It is possible that your bike has been governed from the factory to only reach a certain maximum RPM, they do this so you don't inadvertently over rev the engine and blow it up.
If the bike is not governed you might have to re jet the carb, altitude and other factors can change your fuel/air requirements and cause improper operation of your fuel system therefore the maximum RPM.
Wheres the battery???
Hi ..... Do you have an ignition switch ? I'm sure all the early XR's didn't have a battery or ignition switch .............. just kick and go. Fitted with an ignition pack, you kick and it generates sparks. In the UK if you used one on the road insurance wouldn't cover you for Theft as they were too easy to steal.

I think your charging system is not working. Check the voltage of the battery. Charge it until it reaches 14 volts or so remove charger, start engine and check voltage again. Must be around 14 volts when RPM is at 3ooo.
Can go from there. Troubleshooting is not too difficult.
How do i adjust the points in my 1983 honda xr 250
Move the engine around until the points are open. With a feeler gage, set the gap to .35 which is not out of any book I have, but it is a good place to start. You will loosen the screw on the back plate and move it until you get the gap set then tighten the screw.

You are probably dealing with dirty, burnt,or shorting points. Try replacing the points located at the end of the crankshaft under the cover held on by two screws. You may have to install and reinstall the points several times before you can get the new points to work. Chances are the points in the machine are almost 40 years old. Also , Honda ignition systems run off the battery. In most Honda models if you do not have a good, charged battery , you will not get spark.

If the choke is cable operated then the choke is on when up, pull back the air cleaner rubber from the back of the carb, look inside toward the engine, operate the choke up and down, the choke is on when the flap is closing off the back of the carb, restricting air flow

If the engine was stationary when it went into the water the problem would most likely be shorting in the electronics, This may be temporary or permanent. Access all the electrics and electronics and dry them out with a hairdryer or similar. If this does not clear up the problem you may have to replace parts. Also make sure that there is no water anywhere in the fuel system.
If the engine was running, then some serious damage would have been done to the connecting rod, piston and possibly the crankshaft, with the resultant requirement of strip, inspection and replacement damaged parts.

Hi! I've got a honda
Sounds like you may have been given a dud battery. If all you have done is change the battery and it was working OK before this, then this is most likely the problem. I'd take the battery back and get them to check it.Good Luck
