Battery spark at terminals
ok, first check you battery is actually maintain a good charge while your cranking the engine. If voltage drops below 10v your battery (Although appears fine while sitting) May not be any good when current is being drawn from it.
Its quite normal to see a small spark when connecting up a battery with voltage in it. If there were a short at the battery terminals you'd be blowing 30amp main fuse all day long.
Next if you replaced starter motor was it a new one?? If not then you may want to check the brushes inside are not worn away. Before doing that though try running a direct 12v straight into the starter motor to see if it cranks bike correctly.
Wont start
You could have a stuck carb float. I would suggest taking the carbs out to inspect and clean them thoroughly.

This could be an indication that the bolts that hold the overhead cam are coming loose.
This CAN become quite serious if left unattended at it will strip the bolt holes.
I'd have it looked at and have the cam cover taken off, and every bolt checked to be sure they are torqued to spec.
Also, just for the heck of it, check your oil level and filter.
I took my gas tank off of my 2000 Honda VTR
To run the petcock should be in the down position. There are many different designs in petcocks but by and large they all work the same. Push the lever to the down, vertical position to turn the fuel supply on. To the right of left is the off and up is off. It should be written on the petcock exactly how your works. This is a typical petcock. If you turned it to the on position and no fuel was flowing it may be clogged.

If you want to change your fork oil, best way is to drain a fork leg into a container, and measure the amount that comes out. You can make your forks softer or harder by varying the amount of oil.

Common problem with Storms, you will need a new regulator and battery, the alternator can be checked by measuring the resistance across the 3 wires, 0.2 to 0.5 ohm but they rarely go wrong
Make sure the replacement reg has a heatsink, newer Honda versions do
