2008 HD RoadKing replaced fuel pump & regulator. Bike started ran fine. Shut the bike off, went to restart & fuel just sprays out the regulator inside the tank & won't start

2008 Road King. Battery is good, battery cables good. Relay clicks. Solenoid clicks hard and seems to try to turn the starter a little, then just clicks hard again. Opinion...starter or solonoid?
Hi Richard: Have to start by asking the question.......... How did this start to occur? You've asked about all of the relevant components except the engine. Is it possible that is seized? If everything else is OK.................... groan.......engine.
