To polarize the generator you must make sure you have a fully charged battery first. Then make sure the regulator is correctly connected to the generator. Then take a heavy gauge wire and momentarily connect it between the positive side of the battery and the “A” post of the generator. The “A” is the post is the left/front post if you are looking at the installed generator from the left side of the bike.

Is it cable driven, or electric. If it is electric, you need a speedo healer. If it is mechanical, there is nothing to do. Most motorcycle speedos are off by 5 MPH or more, and get worse as the speed increases.

I have a 2003 Harley
Did you clean out the old gas and put in fresh? Did you use a fuel stabilizer when you parked it? Have you changed the fuel filter? Have you pulled the spark plugs and inspect them?
If you didn't drain the fuel before parking it, or user a fuel stabilizer odds are you have a bunch of crud (technical term) in your fuel system now. And the crud could have fouled the plugs also; that's why when you try to open the throttle any more than the "blip" it's starving for gas. Probably already has something in a carburetor jet or in a float bowl. So drain out any gas in it, pour some alcohol in the tank, shake it around and drain it. Open up the fuel shut off valve and clean it. Change the fuel filter. Pull out the spark plugs and inspect; if their clean, blow them out with some compressed air and put them back in (after checking the gap) Put in fresh gas and try it. If it still behaves the same way, it's time to open up the carb and clean it. If it's beyond what you're comfortable working on, take it to a reputable shop to have it cleaned. Good luck

How to Gasket replacement primary cover?
It is always nice to know what year a person is referring to and the quad gasket or the primary case gasket or primary cover gasket. To replace only the cover gasket just drain the oil, remove the cover and gasket., clean all gasker surfaces and reinstall with a new gasket and torque the fasteners etc.
Removing side panels
You would only want to access left panel as right just cover the oil tan. Just pull it out from its clips a the top and if you want it all the way off lift it up and off of the lower bracket
Pressure build up in oil reservior
Most likely too much oil in the system. Check it HOT and only have about half way between add and full. Definitely not more than the full mark.
