The mixture srew sets the idle smoothness; too weak and it will misfire/hunt, too rich and it will sound like the choke is on.
The main jet screw sets the tickover or idle speed.

It can't be welded, how would you remove it!
Just follow the HT Lead from the top of the spark plug. It is likely to be hidden up under the fuel tank or under the seat. Picture on the link. For some reason the website is locked to me in Canada!

Please always include maker name and full CAPS in 'year make and model'. A Honda dealership should be able to provide a key based on the VIN Number or the number on the key barrel and then program it. Or an auto locksmith can use an impressioning tool to make a key and program it.
