Remove the seat. There should be a large plastic box with ( I think ) 6 screws in it to remove the air box cover. Go for it, then remove the filter. Your now exactly half way done.

busted belt or variator nut is off open it up and look inside,

turn the ingnition key left

Does bike sound as though.it is trying to crank. If so what sounds do u here. ie. Click. Starter motor turning over. If clicking sound problem lies after the relay. If starter is turning then you are getting no spark. If you are getting nothing at all then it is a safety switch as previously noted

Chances are it is a grounded kill switch on the handlebars or a side-stand / center-stand kill switch that has gone bad or is out of position.
Stick in a new spark plug also.

What do you mean by wont turn over? is the engine spinning over and not starting or is it doing nothing when start button is pushed?

No it wont fit properly even the local mechanic says it will. If you fix without changing the Rim then you will find problems while riding.

CHECK YOU HAVE A GOOD EARTH TO THE COIL AND CHECK THE PLUG?

This could just be a loose connection
Remove your dials and check for any loose or dis-connected wires

Did you warm up your Kymco during winter? If not then your first priority is to have your battery professionaly measured for cranking power capacity or get a new one..

A service manual is a valuable tool with an aging bike. I suggest the dealer/mfr. or Clymer books. In the meantime, go to the library reference section...646 stacks should have what you need.

Cold air is denser and you'll get more air in the bike and the engine compensates with more fuel. It's cold as hell at 20F outside but damn does the bike run crisp!,,
