What makes a camshaft have play

the cam shaft is held in position by a set of thrust washers normally behind the sprocket or gear between the cam shaft bearing block and the sprocket or gear end float or around .020 " is acceptable as it allows oil to lubricate that thrust washer but any more ( check specifications for cam shaft end float ) would not be acceptable as it tends to load up the links of the timing chain if the cam is gear driven the excessive end float will alter valve timing

I changed the oil and now i have a lifter noise. Are the timing chain tensioners adjustable on a 1997 Vulcan 800

That engine has adjustable chain tensioners. That may solve all your noise problems. Be sure you know how to adjust the ones on your bike before starting.

Replacing the head gaskets and valve cover gaskets, how do you set the timing for the over head cam

Set the engine to top dead center for number one cylinder. As you remove the rocker covers, take pictures of their position. When removing cam gears and heads DO NOT ROTATE the engine even the slightest amount. You can then reassemble the engine without re timing it. If you move it you will need a shop manual and some time to get it right. Good luck.

Tightening primary chain on kawasaki vulcan

You probably want to adjust your cam drive chain. It's the only one that can be adjusted. They are all different but the adjuster is located on the back side of the cylinder but find out how to adjust your particular model before messing with it.
