It can be the board or it can be the switch or the mechanical regulator in the door. The switches are all connected in the center console. First remove the gear surround plastic, it should just pull out. Remove the front cubby area liner so as not to lose anything as you remove the wood trim. Remove the ash tray. Wood trim should pull out and you should see the switch assembly. Try removing that switch from that winow and switching it with another switch on the board and try. Sometimes the switch itself goes bad. If not replace the board. Runs around 150 dollars from the dealer. If that doesnt work the regulator is accessed from removing the door panel.

The window switches are all incorporated in a control panel and cannot be removed and plugged back into another position.You most likely have a bad control panel.This is quite
common.
The switch assemblies can be moved with a little effort. For testing purposes you may as well try. Just remember the regulators are weak in the ML's and snap on the arm. It is more common than bored failure.
