The smaller belt has a small pulley with a nut in the center and an ajustment bolt from the top of the motor losen the center nut, and back off the long bolt until the belt is loose enough to remove, it my be the same with the other belt but sometimes the alternator bolt needs to be loosend and theres an adjustment bolt on that as well please rate or leave a testomonial

After you changed ONLY spark plug wires?

I would say you failed to mark them before
you took them off & make a diagram or have
reference material & you put the wires on wrong
& now you have cylinder misfires & unburnt fuel

I need to replace the water pump on a 1998 Mitsubishi Mirage DE 1.8 liter engine. Must I replace the timing belt at the same time?
No you don't have to, but if it has to be removed to replace the pump, why not be safe then sorry and replace it. They are not expensive and if you break a belt, you could possible get internal engine damage if the motor has interference valves in the engine
