You may need to replace the turn signal cancel cam on the steering column. it is on the shaft after the steering wheel ,therefore the steering wheel has to be removed.

If the hazard flasher is working but the turn signals aren't, the problem is most likely either fuse A11 or the #2 relay in the trunk fuse block. However, if these check out, the problem could be either the turn/hazard switch assembly or the turn flasher module.
If both the turn signals and hazard flasher are not working, the most likely problem is the turn/hazard switch assembly.
under the dash close to the driver side door looks like an old stove fuse circular and silver there are two one for tunr signals and one for your hazard lights
You have to pull the air bags, and steering wheel, and disassemble the anti theft plate in the column. This task may be better left to a shop, it is fairly difficult if you know what you are doing, and nearly impossible without the requried pullers....
You likely have a sticking hazard signal relay or hazard switch. Try turning on the left or right turn signal then depressing and releasing the hazard switch a few times. If the lights begin working you probably have / had a sticking switch. They don't get used often and this is not uncommon. Also could be relay. Thats a cheap fix and easy to locate. Should be with fuse box or near it.
Take off the black plastic cover under the dash above the brake pedal, 2 9/32 screws hold the front edge to the bottom of the dash. The flasher is located behind the dash above the parking brake. it has a metal clip holding it to the dash about behind the trunk release button. You have to reach around with your hand to find it as it is hard to see. Once you unclip it you can pull it down to unplug it. I just did this job, once you find it it's easy. Napa carries the replacement flasher $13.19. Good luck!!
