check your wiring harness to breaks and shorts also check to see if water is getting into the turn signal lense through a crack

replace the drivers front bulb. There are 2 different elements in the bulb 1 for park lights 1 for directional

If you replace the front bulbs and it still does it, it means that you have bad blinker wires. the 99 has a TERRIBLE wiring design for the signals so if you can replace the whole thing, you will be better off then replacing bulbs every 5 seconds. I have yet to do it on mine but that is what is causing mine to do the same thing.

There should two separate bulbs for marker and blinker. It sounds like a bulb is burnt out, bad ground, melted socket or a wiring anomaly. Are you certain it's supposed to have 57 series dual element bulbs for blinker and markers?

2003 windstar passenger side directional blinks fast but the front bulb and socket work when I swap them with the drivers side.

Could be a bad earth connection. What happens then is. The directional blinker uses the positive of the other one as an earth. When it happens again. Put your foot lightly on the brake pedal. And check if the blinking speed changes.

You have a bad connection at the rear passenger side turn signal. It is either the connection is corroded or a wire is loose on the ground side of the circuit.

Fast Blinker

Usually a fast turn signal means that there is a light out. You should probably check all of your lights, including back-up lights, and turn signals. If there is one out then replacing the burnt out bulb should fix the problem.
