Hey Keith, you have all the signs of a blocked/restricted fuel filer. Will also struggle, especially going up hills if there is a missfire. Missfire will usually turn on engine light but sometimes not. If light is on and you have the system scanned it will tell you which cylinder to check. Mis fire codes usually plug,coil, or coil pack. I would try filter first if never changed.

Fuel pump is in the tank, fuel filter is along the subframe rail by the rear wheels, either left or right side.

The fuel filter is located under the vehicle in line the fuel feed line.

First, have you verified that it is the fuel filter? If so, please tell me how you came to this conclusion. I only ask this, because if you are certain you problem is within the fuel delivery system, your fuel filter could be a contributing cause, not the root cause. You may have a bad fuel pump, which is located inside the fuel tank. Whether it be the fuel filter or fuel pump, these types of problems are consistent and are not impacted by temperature. Have your catalytic converter checked to see if it is plugged. I had a similar problem & converter was the fault.

hello; i am not an expert but i do own an 97.5 regal gs s/c and the location of the fuel filter on my vehicle is under the car left side behind the driver and just forward of the left rear tire. remember to bleed the fuel rail of any pressures or you will be sprayed. ED
