The handle inside the car is gone...no two ways about it...replace
The common way of controlling wiper speed is to use a 'tapped' resistor that supplies reduced voltage to the wiper motor on all but the fast setting.
They have to dissipate a good bit of heat and are subject to failure; I think yours has done that.
The resistor could be anywhere but most likely under the hood.
Look on the firewall first.
I've never seen one mounted or integrated with the motor since they do produce a fair amount of heat and the motor could produce enough of its own.
There are more elegant ways to control motor speed but they can produce high frequency interference in radio receivers unless very well designed.
It's just cheaper and less complicated to use proven stuff.

Is this resistor on the wiper motor itself
2005 Taurus wipers won't park in the normal position when the wiper switch is turned off. Also, the intermitten function will not work properly, but the slow & fast selection wipe normally.
Wiper has 3 speed setting. It is working at fast and super fast setting. Not working at intermittent setting and does not spray washer. pump is new and power show up at pump.
wiper does not work at intermittent speed and not spraying. pump in new and has power at pump. Wiper work at fast speed and super fast setting
when you start the car and put the wiper off it goes off and when put on fast it goes fast only, but does not slow
